Foreword These Laws shall apply to all games controlled by Bowls New Zealand, a Centre or a Club within New Zealand, and no Controlling Body shall have the right or power to contract out of the Laws of the Game as promulgated by the Council of Bowls New Zealand. It should be appreciated that no code of Laws governing a game has yet achieved such perfection as to cope with every situation. The code of Laws governing Bowls is no exception. Unusual incidents not definitely provided for in the Laws frequently occur. It is well, therefore, to remember that the Laws have been framed in the belief that true sportsmanship will prevail: that, in the absence of any express Law, common sense will find a way to complete a happy solution to a knotty problem. Many of the following Laws do not include any specific penalty for a breach thereof and are framed on the understanding that none of them will be wilfully violated.
Section 1 - Definitions
WBB means the World Bowls Board. Bowls NZ means Bowls New Zealand Incorporated. Centre means a Centre of Bowls NZ. Club means a Club affiliated to Bowls NZ. 1B CONTROLLING BODY means the body having immediate control of the conditions under which a match is played. The order shall be: (i) Bowls NZ. (ii) Centres within Bowls NZ. (iii) The Club on whose green the match is played.
1C PLAYERS (i) Skip - means the player who is in sole charge of the Team. (ii) Team - means a Four, or a Triple or a Pair. (iii) Side - means any agreed number of Teams and/or Singles players, whose combined scores determine the result of the match. (iv) Four - means a Team of four players whose positions in order of play are Lead, Second, Third and Skip. (v) Triple - means a Team of three players whose positions in order of play are Lead, Second and Skip. (vi) Pair - means a Team of two players whose positions in order of play are Lead and Skip. (vii) Director - means a player who for the time being is in charge of the head on behalf of the Team. (viii) Opponent - means either player in a game of Singles. (ix) Opposing player - means a player in an opposing Team.
(i) Delivery - means when the Jack or bowl is intentionally released in the process of play. (ii) Displaced as applied to a Jack or Bowl - means disturbed by any agency not sanctioned by these Laws. (iii) End - means the placing of the mat, the delivery of the Jack and the playing of all the required bowls of all the players in the same direction on a rink. (iv) Former Position - means the location of a Jack or bowl at rest on the rink of play or in the ditch immediately prior to being displaced. (v) Head - means the Jack and such bowls as have come to rest within the boundaries of the rink and are not dead. (vi) Holding Surface - means a material to stop the Jack or bowl from running along the ditch. (vii) Jack or bowl in course - means a Jack or bowl from the time of its delivery until it comes to rest. A bowl is accounted as in course regardless of how many times it may be deflected before it comes to rest, or sooner becomes dead. (viii) Jack or bowl in motion - means a Jack or bowl which is moving as a result of play after it has been at rest as part of the head. (ix) Mat Line - means the edge of the mat which is nearest to the front ditch. All necessary measurements to Jack or bowls shall be made from the centre of the mat line. (x) Neutral means: (xi) Pace of Green - means the number of seconds taken by a bowl from the time of its delivery to the moment it comes to rest, approximately 27m from the mat line. (xii) Position of Bowl in relation to Jack (a) Jack Level means that the nearest portion of the bowl referred to is in line with and at the same distance from the mat line as the nearest portion of the Jack. (b) Jack High means a bowl which is further from the mat line than the Jack. (c) Jack Low means a bowl which is nearer to the mat line than the Jack. (xiii) Set means a pre-determined number of shots or ends, forming part of the overall match. 1E BOWLS A set of Bowls means four bowls all of which are matched in that they are of the same manufacture, size, weight, colour, bias, serial number and engraving. In all games each player shall play with the appropriate number of bowls from the same set of bowls.
