SECTION 3 - EQUIPMENT 7 MAT - the mat shall be 600mm long and 360mm wide.8 JACK - Outdoor Greens – a diameter of not less than 63mm, nor more than 64mm and not less than 225g, nor more than 285g in weight. Outdoor Synthetic Greens – a diameter of not less than 63mm, nor more than 67mm and not less than 225g, nor more than 453g in weight. Indoor Play – a diameter of not less than 63mm, nor more than 67mm and not less than 382g, nor more than 453g in weight. 9 BOWLS 9A Specifications Bowls shall be made of wood, rubber or composition, and shall be any colour acceptable to Bowls NZ. The principal colour shall be incorporated at the time of manufacture. Bowls shall have a bias equal to or greater than that of the WBB Working Reference Bowl and shall bear the imprint of the stamp of the International Bowls Board or WBB, or current valid stamp as determined by Bowls New Zealand. Bowls made of rubber or composition shall have a maximum diameter of 131mm and a minimum diameter of 116mm and their weight shall not exceed 1.59kg. Bowls made of wood (lignum vitae) shall have a maximum diameter of 134mm and a minimum diameter of 116mm and their weight shall not exceed 1.59kg. 9B Engraving of Bowls Each bowl in a set shall bear the Member’s individual engraving as a distinguishing mark inside the smallest diameter grooved ring on each side. Such marks to be proportional in size, and identical in shape and colour. In addition to the manufacturer’s name, a sponsor’s name and/or a personal name may also be engraved on the same side of each bowl. If other grooved rings and/or dimples are coloured, each bowl in the set shall be coloured the same. 9C Equivalent Measurements There is no objection to manufacturers using imperial equivalents in lieu of the present figures provided they comply with Law 9A. There is no objection to manufacturers indicating various sizes of bowls by numerals and manufacturers will be entitled to use the following table if they so desire:
10 BOWLS TESTING (See Also Appendix Four – Regulation Seven) 10A Official Bowls Tester An Official Bowls Tester is a person holding a licence granted by World Bowls Limited to test or retest bowls on an approved testing table. When requested by Bowls NZ or a Centre, an Official Bowls Tester shall test any bowls submitted and provide a written report about the result of the test.
10B Retesting of Bowls Bowls NZ reserves the right to determine the frequency with which bowls in sets of four shall be retested and restamped. Bowls NZ reserves the right to randomly test a set of bowls owned and/or used by a player which tests may be subject to the provisions of Bowls NZ’s disciplinary regulations. 10C Challenge to Bowls A challenge may be lodged by an Opponent, opposing player, Manager of a Side and/or the Official Umpire and/or the Controlling Body. A challenge or any intimation thereof shall not be lodged with an Opponent or opposing player during the progress of a match, on penalty of disqualification. A challenge may be lodged with the Umpire at any time during a game, provided the Umpire is not a player in that or any other game of the competition. (a) a challenge shall be lodged with the Umpire within 10 minutes of the completion of the game in which the bowls were used, or if the Umpire is a player in that particular competition the challenge shall be lodged within 10 minutes of the Umpire becoming available at the completion of the game the Umpire is playing, whichever is the later. Once a challenge is lodged with the Umpire it cannot be withdrawn. 10D Grounds For A Challenge Should the bowls in use in the game be challenged, the challenge shall be based on the grounds that the bowls: have a bias that is less than that of the Working Reference Bowl, or have different bias, or exceed the weight specified in Law 9A, or are larger or smaller than the diameter stated in Law 9A, or do not come from the same set as defined in Law 1E.
10E Procedure When Bowls Challenged The player, Skip or Manager shall lodge with the Umpire a deposit of $100 which shall be returned if the challenge is upheld in any subsequent test. (a) The Controlling Body will provide a form for completion and will instruct the Umpire to request the user or owner of the challenged bowls to surrender the set of bowls for forwarding to the Controlling Body. The serial number of the set of bowls shall be duly noted, the bowls will be impounded by the Controlling Body and kept in safe place. If the user or owner of the challenged bowls refuses to surrender them to the Umpire the game shall thereupon be forfeited to the Opponent or opposing Team. Until the bowls are received by the Umpire, the user or owner, or both, shall be disqualified from playing in any game controlled or permitted by the Controlling Body. On receipt of the bowls the Umpire shall take immediate steps to hand them together with the deposit to an Officer of the Controlling Body, who shall arrange for a table test to be made as soon as practicable, and in the presence of an appointed representative of Bowls NZ, and the user/owner if they so desire. If this right is to be exercised, the Official Bowls Tester is to be so advised at the time the bowls are submitted for testing.
10F Bowls Pass The Test On The Table If the bowls pass the test the deposit paid by the player who initiated the challenge shall be forfeited and the bowls shall be returned to the user or owner. From the deposit the Controlling Body shall be reimbursed for all expenses incurred in having the test carried out including the Tester’s fee and the costs associated with transporting the bowls to the Accredited Tester and returning the bowls to the user or owner. The Controlling Body shall cause notice to be placed in an appropriate bowls publication to exonerate the user and/or owner of the bowls. If the total costs incurred by the Controlling Body exceed the deposit paid by the challenger the player who initiated the challenge shall pay to the Controlling Body such difference and should such payment be outstanding after 30 days the player who initiated the challenge shall be considered as suspended until the payment is received in full and hence shall be ineligible to take part in any tournament or game. 10G Bowls Fail The Test On The Table If the bowls fail the test the deposit shall be returned in full to the challenger. The Accredited Tester shall alter the bowls to comply with all requirements of the Law or, if unable to alter the bowls to comply with the requirement of the law, cancel the current stamp by stamping an X over any official stamp. All costs incurred by the Controlling Body together with the Accredited Tester’s charges shall be paid by the user or owner of the bowls to the Controlling Body. Should such payment be outstanding after 30 days both the user and owner of the bowls shall be ineligible to compete until the payment is received in full. 10H Forfeiture Of The Game If the Challenged bowls be found not to comply with Law 9A the game in which they were used shall be forfeited to the opponent and the user and the owner subject to the penalty described in Law 10B (vi). 10I Alteration To Bias A player shall not alter, or cause to be altered, the bias of any bowl bearing the imprint of an official stamp under penalty of suspension from playing for a period to be determined by Bowls NZ. Such suspension shall be effective for all members of World Bowls Limited. 11 ADHESIVE MARKING Subject to the provision of clause (ii) of this Law individual players may affix, at any time for any event, identical adhesive marking/s within the grooved rings on each side of each bowl to be used. The Controlling Body may supply and require players to affix a single adhesive marking to each side of their bowls in any competition game, and may require players to remove those markings at the completion of the event. Any adhesive markings used under this Law shall be regarded
as part of the bowl for all purposes under these Laws.
