SECTION 12 - OFFICIALS AND THEIR DUTIES 60 REGISTERED UMPIRES, MEASURERS AND LAW UMPIRES (i) Registered Umpires function in the capacity of Law Umpire and Measurer. (ii) Measurers function solely to determine upon request all physical measurements as required under the Laws. (iii) Law Umpires function solely on these written Laws. 60A Duties of Marker The Marker shall: (i) centre the Jack, and place a full length Jack 2m from the front ditch in compliance with Law 19. (ii) ensure that the Jack is a minimum of 23m from the mat line after it has been centred. (iii) stand at one side of the rink, and at least 2m to the rear of the Jack. (iv) answer any specific question relating to the existing state of the head while the player is in possession of the rink and when requested clearly indicate the shot if possible. (v) mark all Touchers immediately they come to rest, and remove marks from non-Touchers. With the agreement of both Opponents the Marker shall remove all dead bowls from the green and the ditch. The Marker shall mark the positions of the Jack and Touchers which are in the ditch (see Laws 23 and 29). (vi) protect the head from any disturbance by outside objects. (vii) not move, or cause to be moved, either Jack or bowls until each player has agreed to the number of shots. (viii) measure carefully all doubtful shots when requested by either player. If unable to come to a decision satisfactory to the players, the Marker shall call the Umpire whose decision shall be final. (ix) enter the score at each end, and advise the players of the state of the game. When the game is finished, the Marker shall see that the Score Card, containing the names of the Opponents, is signed by them, and disposed of in accordance with the rules of the competition. (x) Remove the mat from the previous end as necessary. 60B Duties of Umpire An Umpire shall be appointed by the Controlling Body. If an Umpire is not available the Opponents or opposing Skips may appoint an independent person to act in that capacity. (i) Prior to commencement of play the Umpire’s duties shall be to: (a) ascertain that the rinks of play are in accordance with Laws 5 and 6. (ii) The Umpire shall also: (a) measure any shot or shots in dispute. (b) decide all questions as to the distance of the mat from either ditch, and the Jack from the mat line. (c) decide whether the Jack and/or bowls are in play. (d) interpret all disputed matters relating to the Laws of the Game. (e) ensure that the Laws of the Game are observed. (f) where a penalty is not provided for a breach of any particular Law, the Umpire may issue a warning and/or report the offending player(s) in writing to the Controlling Body, but such player(s) shall be notified accordingly. (iii) All measurements made by an Umpire shall be considered to be a matter of fact and shall not be subject to any challenge. (iv) The Umpire’s decision upon questions relating to the meaning or interpretation of any Law or given on a set of circumstances not covered in the Law may be subject to an appeal to the Controlling Body by the Skip of either Team in a Team game, the Manager of either Side in a Sides game or either Opponent. (v) The Umpire shall have available: (a) a copy of the current Bowls NZ Laws of the Game. (b) a tape measure of not less than 30m. (c) a long string measure. (d) an approved mirror and square, approved boundary liner or boundary scope. (e) a flexible measure. (f) callipers. (g) a set of feeler gauges. (h) wedges for supporting leaning bowls. (i) a copy of the Conditions of Play governing the Tournament.
61 APPEALS AGAINST AN UMPIRE’S DECISION 61A Grounds for an appeal The decision of an Umpire based on an interpretation of these Laws or given upon a set of circumstances not herein provided for, may be called into question by an appeal to the Controlling Body. If the appellant requests, the Controlling Body shall submit the case to Bowls NZ for adjudication by the Judicial Committee, whose decision shall be binding. 61B Procedure (i) If, on hearing the decision, the player decides to appeal then the Umpire shall be advised by the player who shall pay to the Umpire a deposit of fifty dollars ($50). (ii) The Umpire shall as soon as possible submit a written report on all the circumstances leading up to and including the decision which is subject to the appeal, forwarding it together with the deposit to the Controlling Body. (iii) If in the opinion of the Centre and Bowls NZ the appeal is found to be frivolous, the deposit shall be forfeited; otherwise it shall be returned to the appellant. (iv) If it be required that the result of the game or competition be decided forthwith or at the end of play on the day on which the incident occurred, then, whether or not the Umpire’s decision be later held by the Centre or the Judicial Committee of Bowls NZ to be incorrect, it shall be final and binding in respect of all circumstances adjudicated upon and no further action will be taken by the Centre or the Judicial Committee of Bowls NZ other than under the terms of Sub-clause (vi). (v) If an immediate result of the game or competition be not considered necessary, or, if the game or competition involves play at a later date of a further round, and before such later date the decision made by the Umpire is held to be incorrect, either by the Centre or the Judicial Committee of Bowls NZ on appeal then the Centre or the Judicial Committee of Bowls NZ will forthwith make any consequential adjustment to the score and/or take any further action that may become necessary to rectify the result of the original decision of the Umpire. (vi) In the event of the Umpire’s decision being ultimately held to be incorrect, or varied in any way, and whether the matter be dealt with under the terms of either Sub-clause (iv) or Sub-clause (v), in either case Bowls NZ or the relevant Centre shall take steps to disseminate the correct decision in the given circumstances.
62 THE MANAGER AND COACH The Manager and/or Coach, of a Team or Side, or, in the absence of both, the Managers delegated deputy, may give advice from beyond the limits of the rink of play. Such Manager and/or Coach, shall be identified to the Controlling Body and the Umpire of the day prior to the commencement of play.’
63 SPECTATORS Persons not engaged in the game shall be situated clear of and beyond the limits of the rink of play, and clear of the players. They shall not, either by word or by act, disturb or advise the players. If the Umpire is of the opinion that a breach of this Law has occurred, the Umpire shall request the spectator to desist from this action. If the spectator fails to desist, the Umpire shall request the Controlling Body to take immediate action to have the spectator desist, and may temporarily interrupt play until appropriate action is taken.
