APPENDIX 1
 

Regulation One – Footwear and Clothing

Footwear

Shoes or Sandals. Flat-soles and heel-less.

Any player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green.

Clothing

Club Domestic Competition (involving Players from the same club only)

Playing attire to be approved by the Club

Club Open Competition

Players in Singles and Members of teams or Sides may wear garments of the same colour/design

For any competition above Club Open Tournament

Players in Singles and members of Teams or Sides, must wear garments of the same colour/design.

The Chief Executive of Bowls New Zealand may approve variations to this schedule on written application from any Centre for any specific events, games, Teams or Sides.

Any garment may have logos displayed thereon, but in any event the Controlling Body may impose conditions relating to Sponsor’s logos to ensure that there is no conflict with an event Sponsor.

Umpires

Official Colours

The official colours of uniforms for all registered umpires shall be tan and green, and registered Umpires shall be entitled to wear such monograms, badges, flashes, blazers and other uniform items as shall be determined by the Board of Bowls NZ from time totime after consultation with the Umpires Committee.

APPENDIX 2

Regulation Three – Draws and Byes

 

AUTOMATIC TWO-LIFE SYSTEM

The following procedure shall be observed in Competitions conducted under the automatic two-life system:

A. CHARTING DRAWN NAMES

The names of the Competitors in the event or section shall, for the first round, be entered on the chart above a horizontal line in ascending order as drawn and be bracketed in twos from bottom to top of the list.

B. SECOND ROUND PLACEMENTS

Winners in the first round shall be carried forward above the line in the same order to the second round, and losers shall be carried forward below the line in the same order as they appeared above the line.

C. SUBSEQUENT ROUNDS PLACEMENTS

In subsequent rounds, winners shall be carried forward (two-lifers above the line and one-lifers below the line) in the same manner as in Paragraph B hereof, and losing two-lifers shall be carried forward below the line and underneath the winning one-lifers, in the same order as they appeared above the line. On losing for the second time, Competitors shall be automatically eliminated from the Competition.

D. BRACKETING FROM THE BOTTOM

In all rounds subsequent to the first, surviving Competitors shall be bracketed to play in twos from bottom to top of the list. If so bracketed, the top one-lifer shall play the bottom two-lifer.

E. ALLOCATION OF BYES

Except as provided in Paragraph F hereof, if a bye shall occur in any round it shall be given to the Competitor at the top of the list in that round; provided however, that if such top Competitor has already had a bye or byes more than the other Competitors (or any of them) then the next highest Competitor who has had no or fewer byes whether a two-lifer or a one-lifer shall be entitled to the bye in that round.

F. BYES IN ROTATION

If all the surviving Competitors have each had a bye, or an equal number of byes, subsequent byes shall be given in the order in which the Competitors first received byes.

G. PLACEMENT AFTER BYE

A Competitor having a bye in any round shall for the next round be placed at the bottom of the two-lifers or one-lifers (as the case may be).

H. TIE IN FINAL

If the last two survivors in the Competition be a two-lifer and a one-lifer, and if the first game between them be tied, an extra end or ends shall be played to decide the winner of such game. Refer Law 49.

ONE LIFE SYSTEM

A. BYES BY BALLOT

Where an event is conducted on the one-life system, byes shall be disposed of in the first round, and Competitors to play in such first round shall be determined by ballot by the Controlling Body.

B. PREFERENTIAL BYES

Where an event is conducted on a system comprising a series of qualifying games followed by post-section play, preference for the bye or byes in the first round of post -section play in a Bowls NZ Championship shall be allotted at the discretion of the Controlling Body:

C. CHARTING PROCEDURE

In making the draw and compiling the chart the following procedure shall prevail: As they are drawn the names of Competitors shall be placed in ascending order and bracketed in twos from bottom to top of the list. Any necessary bye(s) in the first round shall be allotted to the topmost name(s) which shall be placed in the same sequence at the top of the list for the second round.

APPENDIX 3

Regulation Five – Plural Membership

 

BOWLS NEW ZEALAND REGULATION - PLURAL MEMBERSHIP

Pursuant to Rule 29 of the Bowls New Zealand Constitution, the following Regulation has been adopted by the Board as a Regulation of Bowls New Zealand with effect from 3 September 2003:

5.1 Club Championships:

(a) Players who are Members of more than one Club in a Centre or a Centre District at the same time, shall not enter or play the same discipline (ie Singles, Pairs, Triples, or Fours) in the Club Championships of more than one Club, but may enter or play different disciplines at different Club Championships.

(b) Players who are Members of more than one Club in different Centres or Centre Districts at the same time, may enter and play in all disciplines in each Centre, so long as they are not in breach of regulation 4.5.1(a) above.

(c) If a player in regulation 4.5.1(b) wins a discipline or disciplines in one or more Club Championships, s/he shall be eligible to represent such Clubs in their winning discipline, at the Champion of Champions event at each Centre or Centre District. However, if a Champion of Champions event in the player’s relevant discipline is scheduled to be played at the same time at one Centre or Centre District as a Champion of Champions event in the other Centre or Centre District, then the player shall represent and play for the first Club for which they won their discipline at the Club Championships.

5.2 Bowls NZ National Inter-Club Competition:

(a) A player who is a Member of a Club can only represent and play in a Bowls New Zealand National Inter-Club competition for one Club from the same Centre or Centre District in any Season, and that is the Club they played for first in such competition.

(b) Bowls New Zealand may upon written application to the Chief Executive, in case of a player’s change of residence, or for some other reason deemed to be reasonable in the circumstances, grant a player special or general dispensation to play for another Club from the same Centre or Centre District in the Bowls New Zealand National Inter-Club competition in any Season.

5.3 Bowls New Zealand National Inter-Centre Competitions:

(a) A player can only be selected to represent and play for a Centre in a Bowls New Zealand National Inter-Centre competition where they are a Member of a Club within that Centre.

(b) A player who is a Member of one or more Clubs in different Centres or Centre Districts, can only represent and play in a Bowls New Zealand National Inter-Centre competition for one Centre or Centre District in any Season, and that is the Centre they played for first in such competition.

(c) Bowls New Zealand may, upon written application to the Chief Executive, in case of a player’s change of residence, or for some other reason deemed to be reasonable in the circumstances, grant a player special or general dispensation to play for another Centre in the Bowls New Zealand National Inter-Centre competition, in any season.

5.4 Bowls New Zealand National Club Singles, Pairs, Triples & Fours:

(a) A player can only represent one Club in any Season in the Bowls New Zealand National Club Singles, Pairs, Triples or Fours competition. That shall be the Club they played for first in the Bowls NZ Inter- Club competition or, if they did not play in that competition, then the Club they played for first in the Bowls NZ National Club competition.

(b) Bowls New Zealand may upon written application to the Chief Executive, in case of a player’s change of residence, or for some other reason deemed to be reasonable in the circumstances, grant a player special or general dispensation to play for another Club from the same Centre or Centre District or to play for a Club in another Centre in the Bowls New Zealand National Club competition in any Season.

For the purposes of this Regulation a “Season” is deemed to commence on 1 July and to end on 30 June the following year.

APPENDIX 4

Regulation Seven – Bowls Testing

Pursuant to Rule 29 of the Bowls New Zealand Constitution the following Regulation is promulgated as the process that will be followed for bowls testing in New Zealand

Official Bowls Tester

All bowls testing will be carried out at the premises of Bowls Direct Limited, 66 Francis Road, Omokoroa RD2, Tauranga who is a licensed tester authorized by World Bowls Limited.

Authorised Bowls Inspectors

There will be no Authorised Bowls Inspectors in New Zealand.

Greens Testing

There will be no greens testing in New Zealand.

Retesting of Bowls

For all competitions played under the Bowls New Zealand Laws of the Game bowls bearing a 1982 or later Bowls New Zealand, International Bowling Board or World Bowls stamp shall be legal.

· If bowls are being used in competitions played under the World Bowls Laws then there is a requirement pursuant to Law 9B for bowls to be re-tested and re-stamped once every 10 years or earlier if the date of stamp is not legible.

· Any bowls challenged under the Bowls New Zealand Laws will undergo a test as prescribed by World Bowls under their Regulations.

Challenge to Bowls

The following Bowls New Zealand Laws will apply to bowls challenges

Law 10C – lodging a challenge

Law 10D – grounds for a challenge

Law 10E – procedure when bowls challenged

Law 10F – bowls pass test on the table

Law 10G – bowls fail the test on the table

Law 10H – forfeiture of the game

Law 10I – alteration to bias

Provisional procedures while challenge is being carried out

· Until the result of the table test is known a Player may be granted permission to continue playing in the tournament with another set of bowls. Should a Player win the tournament the Player will be declared provisional winner until the table test report is received.

· In the event that a Player’s bowls fail the table test the Player will not be declared winner of the event. The Player may be disqualified by Bowls New Zealand after considering a report from the Controlling Body for a period up to 24 months from participating in any game of bowls.
